Build the PCA-reduced matrix used by pop_clust.

Component ERP, spectrum, ERSP, and ITC inputs are read from the Phase 5b cached component measure fields on STUDY.cluster[0]. Scalp maps and dipoles can be read directly from loaded ICA and DIPFIT fields.
